Home Energy Assistance Program (HEAP)
 

HEAP information, program dates, income guidelines, benefit amounts, and program eligibility requirements can be found online at the following New York State websites:

HEAP consists of a few sub-programs:

  1. Emergency HEAP
  2. Regular HEAP
  3. Heating Equipment Replacement and Repair (HERR)
  4. Clean and Tune
  5. Cooling Assistance

 

You can apply for Emergency HEAP benefits:

By phone or in person at Office for Aging if you are age 60 and over or disabled

By phone or in person at DSS if you are under age 60 and not disabled

In an After Hours Emergency, please call the Sheriff’s Department at 274-2444

 

You have several options to apply for a Regular HEAP benefit:

A. Online at http://myBenefits.ny.gov 

B. In person at

  • At the County Office for Aging if you are age 60 and over or disabled
  • At Social Services if you are under age 60 and not disabled

C. Or you may request an application by phone:

  • From the County Office for Aging if you are age 60 and over or disabled at 274-5482
  • From Social Services if you are under age 60 and not disabled at 274-5264

Recipients of SNAP (formerly “Food Stamps”) or Temporary Assistance may receive their regular HEAP benefit automatically and should call us at 274-5263 to check their HEAP status.

Those who received Regular HEAP off a HEAP case the previous HEAP season will automatically have an application mailed to them in August for the upcoming season.

 

For the Heating Equipment Repair and Replacement (HERR) program, you must complete a face to face interview which you may schedule an interview by phone:

  • From the County Office for Aging if you are age 60 and over or disabled at 274-5482
  • From Social Services if you are under age 60 and not disabled at 274-5264

 

For Clean and Tune benefits you can requesting an application by phone:

  • From the County Office for Aging if you are age 60 and over or disabled at 274-5482
  • From Social Services if you are under age 60 and not disabled at 274-5264

 

To apply for Cooling Assistance, request an application by phone:

  • From Social Services at 274-5261 for HEAP recipients with a medical condition that is exacerbated by heat.
