The Employment and Training Administration (ETA) Office of Financial and Administrative Management (OFAM) awards competitive grants to State and Local governments, and non-profit organizations. In 2009 a grant program existed for municipal governments to help bring youth offenders into the workforce after incarceration through training and employment services. A similar program was run in 2013 with $26 million available. Find available OFAM grants on grants.gov.
In 2009, $10 million was made available by the OFAM for state and municipal governments, schools, and workforce investment boards to expand technology based learning programs, with the aim of matching workforce training to available job requirements. OFAM also manages funding opportunities from the Office of Disability Employment Policy (ODEP).
The ETA also has a toolkit for prospective competitive grant applicants to help them understand the process. Check out this very helpful resource.
