Community Justice Center Data Dashboard
Visualizations in the dashboard include calls for service to the 911 dispatch center, law enforcement engagement by the Ithaca Police Department and Tompkins County Sheriff's Office, arrests and representation, and case outcomes and alternatives to incarceration. The dashboard also links to public data made available by the Ithaca Police Department, Tompkins County Sheriff's Office, and Tompkins County District Attorney.
Each visualization on the dashboard allows users to assess data over time and filter based on category and/or demographic data. Users can also adjust visualizations of the data and download datasets for further independent analysis. The dashboard’s data originates from various databases. The collection of demographic data is not standardized across public safety agencies and may not show up consistently across visualizations.

Reimagining Public Safety Report, Passed in March of 2021
The Reimagining Public Safety Collaborative published a report in response to New York State Executive Order 203, New York State Police Reform and Reinvention Collaborative. Versions of the report were passed by both the City of Ithaca and Tompkins County.
From the report: This report serves as a roadmap for reimagining public safety in Ithaca and Tompkins County. This report explains the local collaborative process organized following New York State Executive Order 203, a series of recommendations to reimagine public safety in Ithaca and Tompkins County, and anticipated implementation mechanisms for the recommendations. This report is to be delivered to the New York State Governor’s Office by April 1, 2021 per the executive order.

Background
All municipalities with police departments in New York State must adopt a plan for police reform and reinvention by April 1, 2021, per an executive order from New York State Governor Andrew Cuomo.
Municipalities must address policing functions, standards, and strategies; fostering community-oriented leadership, culture, and accountability; and recruiting and supporting excellent and diverse personnel.
Tompkins County and the City of Ithaca are working with the Center for Policing Equity, a national organization that partners with police departments on data-driven interventions. Working groups on administration, data analysis, research, communications, and law enforcement have been established. A list of working group members can be found on this document.

Reimagining Public Safety Collaborative Releases Draft Report, Begins Community Input and Legislative Processes

The Reimagining Public Safety Collaborative of the City of Ithaca and Tompkins County, N.Y., published a draft report in response to New York State Executive Order 203 New York State Police Reform and Reinvention Collaborative. The Collaborative is seeking community input on the report and the draft recommendations, Ithaca and Tompkins County residents are encouraged to submit questions and share their feedback and input. The draft will be received by both the City of Ithaca Common Council and Tompkins County Legislature for adoption by the April 1, 2021, deadline outlined in the Executive Order.

Reimagining Public Safety Updates, Upcoming Town Hall and Engagement Opportunities
December 7th, 2020 - Tompkins County and the City of Ithaca are sharing updates on the Reimagining Public Safety collaborative and encouraging community members to continue to provide input. On Friday, December 11th at 4 pm, County and City officials will host a town hall outlining community input to date, answering questions, and providing updates on developing a plan to reimagine public safety.
Reimagining Public Safety Collaborative Updates, Announcing Series of Community Voices Public Forums, Additional Input Opportunities
Tompkins County and the City of Ithaca are announcing a series of community engagement opportunities and seeking the public’s input to help reimagine public safety. The collaborative effort follows an executive order from New York State Governor Andrew Cuomo requiring all municipalities with police departments in New York State to adopt a plan for reinvention by April 1, 2021. Members of the Ithaca and Tompkins County community are encouraged to review public forums and presentations shared by City and County officials and provide input.
The County and City will be hosting a series of Community Voices Public Forums for community members to share perspectives and visions for reimagining public safety. Community members are encouraged to provide input based on their recent interactions with law enforcement and thoughts on the role of trust in policing and public safety.
The first Community Voices Forum will be held on Friday, November 6 from 4:30pm – 6:00pm, using Zoom’s webinar function for live comment, livestreaming on YouTube. Members of the community are invited to participate by registering for the zoom webinar in advance, the moderator will use a timer displayed on the screen and participants will speak one at a time. Officials from Tompkins County and the City of Ithaca will be present, and all input shared in public forums will be archived and shared with working groups developing the reimagining public safety plan. Forums will occur weekly on Fridays through December 4, 2020 at 4:30pm, with the exception of November 27. An additional forum will be held on Saturday November 14.
Policing Reform Collaborative – Camden, N.J. Police Reform Case Study with former Attorney General Anne Milgram
A public session will be held with former New Jersey Attorney General Anne Milgram. Attorney General Milgram will share an overview of Camden New Jersey’s police reform process and lessons learned. The public is encouraged to participate in the forum by registering as a webinar attendee to ask questions live, following Milgram’s remarks. As part of Tompkins County and the City of Ithaca’s Policing Reform Collaborative, Tompkins County Sheriff Derek Osborne will host a live-streamed public forum on the County Sheriff Office’s Policing Practices and Procedures at 4:30pm on Thursday, October 22. Sheriff Osborne’s presentation will include details on jurisdiction, budget, trainings, and community engagement.
