The Administrative Policy Manual: The Policies and Procedures of Tompkins County Government

The Tompkins County Administrative Policy Manual contains the policies and procedures that guide the operation of County government, in compliance with Federal, State, and Local law and consistent with legislative policy.

The manual serves as a comprehensive reference guide to the rules by which County government operates. It is a resource for Tompkins County employees, County residents, and those who work with County government.


The policies in this manual apply to all departments and administrative units of Tompkins County, excluding the Tompkins County Public Library and Tompkins-Cortland Community College, except where otherwise noted.

These policies apply to all employees, elected or appointed officials, interns, volunteers, members of any administrative board, commission, or agency of Tompkins County, except as noted. No policy is binding upon any member of the Legislature unless specifically noted.


To initiate a new policy or an update to an existing policy, the Legislature or County staff must follow the Revising the Administrative Manual Policy (Policy 01-04) and Administrative Manual Template below to include new or revised policy and/or procedure language. For revisions to existing policies, Track Changes shall be used to identify all updates.

Send the suggested modification(s) to the Department of County Administration for determining “responsible department” designation, processing and tracking.

Designated County department personnel will conduct a review and submit recommended changes or comments in response back to the Department of County Administration for tracking and dissemination.
