The Hazard Analysis Critical Control Point (HACCP) Inspection is an opportunity for the establishment to have the health department review food processes in the facility to make sure that all potential hazards are identified and to assure that the best food safety practices are being used.

The violations listed below relate directly to factors that could lead to food-borne illness or injury. These violations generally involve the food source and condition, food cooking and storage temperatures, sanitary practices, water and sewage, and the use of poisonous materials.

Enough refrigerated storage was not maintained to keep potentially hazardous foods at or below 45ºF during cold holding.  Sliced meat, hard boiled eggs, chicken salad, and sliced cheeses were observed at 51-52ºF.  The products were voluntarily discarded during the inspection.

A re-inspection was satisfactory.

Garcia’s Mexican Restaurant, C-Ithaca
Enough refrigerated storage was not present, properly maintained, or designed.  Half and half and flan were observed at 51-63ºF in a cooler.  The products were voluntarily discarded during the inspection.

A re-inspection was satisfactory.

Ithaca Youth Bureau Chicken BBQ (Temporary Food Service), C-Ithaca
Potentially hazardous foods were at improper temperatures.  Cooked potatoes were observed at 115ºF.  The heat source was not on at the time of the inspection.  The product was rapidly re-heated to 165ºF prior to return to service.

A re-inspection was not conducted due to the one-day duration of the event.

Potentially hazardous foods were at improper temperatures.  Cole slaw was observed at 50ºF.  The product was cooled to 45ºF or below prior to return to service.

Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Sausage patties were observed at 120-128ºF.  The product was voluntarily discarded during the inspection.

A re-inspection was satisfactory.

Potentially hazardous foods were at improper temperatures.  Sour cream was observed at 50-54ºF.  The product was voluntarily discarded during the inspection.

Facilities were inadequate to maintain temperature.  A cold holding unit was observed holding foods at 52-55ºF.  The food products were iced to reduce food temperatures to 45ºF or below.

A re-inspection was not conducted due to the short duration of the event.

Edgewood Bakery (Temporary Food Service), Ithaca Festival, C-Ithaca
Potentially hazardous foods were at improper temperatures. Peppers and onion mix and baked beans were observed at 70-72ºF.  The peppers and onions were rapidly re-heated to 165ºF prior to return to service.  The baked beans were voluntarily discarded during the inspection.

Lao Village (Temporary Food Service), Ithaca Festival Stewart Park), C-Ithaca
Potentially hazardous foods were at improper temperatures.  Beef Kabobs were observed at 98-110ºF.  The product was rapidly re-heated to 165ºF prior to return to service.

A re-inspection was not conducted due to the one day duration of the event.

Jaden’s, Ithaca Farmers Market, C-Ithaca
Accurate thermometers were not available at the time of the inspection to evaluate potentially hazardous foods.  Jaden’s staff was directed to obtain an accurate metal stem probe thermometer.

Potentially hazardous foods were not kept at or below 45ºF during cold holding.  Tabouli was observed at was observed at 50-53ºF.  The product was voluntarily discarded during the inspection.

A re-inspection was satisfactory.

Linda’s Corner Diner, T-Lansing
Potentially hazardous foods were not stored under refrigeration.  Cooked potatoes were observed on a counter at 80ºF.  The product was voluntarily discarded during the inspection.

A re-inspection was satisfactory.

JJ’s Café, V-Cayuga Heights
Potentially hazardous foods were not stored under refrigeration.  Half and half was observed at 60ºF in a carafe for customer service.  The product was voluntarily discarded during the inspection.

Imperial Kitchen Buffet, V-Lansing
Potentially hazardous foods were not stored under refrigeration.  Cream puffs were observed at 62-70ºF on a buffet for customer service.  The product was voluntarily discarded during the inspection.

Dim Sum, chicken on a stick, and chicken wings were observed at 110-132ºF.  The products were re-heated to 165ºF prior to return to service.

Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Pretzel dogs were observed at 125ºF.  The product was voluntarily discarded during the inspection.

Accurate thermometers were not available at the time of the inspection to evaluate potentially hazardous foods.  No probe thermometer was on site at the time of the event.

A re-inspection was not conducted due to the one-day duration of the event.

Vail Bros. Inc. (Temporary Food Service) Dryden Dairy Days, V-Dryden
Potentially hazardous food was at improper temperatures.  Batter was observed at 75ºF.  The product was rapidly chilled to 45ºF or below prior to return to service.

Potentially hazardous foods were not kept at or above 140ºF.  Chili was observed at 112ºF.  The product was rapidly re-heated to 165ºF prior to return to service.

Potentially hazardous foods were at improper temperatures.  Spare ribs were observed at 115ºF.  The product was rapidly re-heated to 165ºF prior to return to service.

Meat empinadas were observed at 110ºF.  Barbequed chicken was observed at 130ºF.  Both products were rapidly re-heated to 165ºF prior to return to service.

Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Chicken dumpling soup was observed at 105-107ºF.  The product was voluntarily discarded during the inspection.

Cayuga Lake Cruises & Catering, C-Ithaca
Adulterated food was observed at the time of the inspection.  Moldy sliced turkey was observed during the inspection.  The product was voluntarily discarded during the inspection.

Accurate thermometers were not available to evaluate potentially hazardous foods at the time of the inspection.  The operator was directed to obtain an accurate metal stem probe thermometer to monitor potentially hazardous foods.

Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Sticky rice was observed at 120-123ºF.  The product was rapidly re-heated to 165ºF prior to return to service.

The Food Protection Program received and investigated three complaints related to issues and/or problems at permitted food service establishments.  The complaints included food preparation and service, temperature abuse, accumulated garbage, and possible food related illness.
