Highlights - Food Protection Program

MARCH 2010

Routine facility inspections are made without advance notice. It is important to keep in mind that inspections are only a “snapshot” in the entire year of a facility’s operation and they are not always reflective of the day-to-day operations and overall condition of the operation.

Temporary Food Service Establishment Permits are issued for single events at one location

No critical violations were found at the following Temporary establishments:

The Hazard Analysis Critical Control Point (HACCP) Inspection is an opportunity for the establishment to have the health department review food processes in the facility to make sure that all potential hazards are identified and to assure that the best food safety practices are being used.

Re-inspections are conducted at establishments that had a Critical Violation during the initial inspection.

The following establishments had no critical violations during re-inspections:

The violations listed below relate directly to factors that could lead to food-borne illness or injury. These violations generally involve the food source and condition, food cooking and storage temperatures, sanitary practices, water and sewage, and the use of poisonous materials.

Critical Violations were found at the following establishments:

Sammy’s Italian Buffet & Grill, C-Ithaca
Cooked or prepared foods were subjected to cross-contamination from raw foods.  Fresh ground beef was observed stored over ready-to–eat bread and coleslaw.  The storage was rearranged during the inspection.

A re-inspection was not conducted prior to submission of this report.

Orange Blossom Pancake House (Re-inspection), C-Ithaca
Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Cooked potatoes were observed at 117-125ºF.  Hollandaise sauce was observed at 120ºF.  The potatoes were rapidly re-heated to 165ºF and the Hollandaise sauce voluntarily discarded.

Potentially hazardous foods were not kept at or below 45ºF during cold holding.  Tomatoes, garlic, and onion relish were observed at 56-60ºF.  The products were rapidly chilled to 45ºF or below prior to return to service.

Board of Health action will follow.

Falls Restaurant, V-Trumansburg
Pre-cooked, refrigerated potentially hazardous foods were not re-heated to 165ºF within two hours.  Meatballs were observed at 110-120ºF in a hot table.  It was determined through interview that the product was heated on the grill and placed out for customer service prior to reaching 165ºF.

A re-inspection was satisfactory.

Trumansburg High School, V-Trumansburg
Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Hamburgers were observed at 130-138ºF.  The product was rapidly re-heated to 165ºF prior to return to service.

A re-inspection was satisfactory.

Clarion Hotel, V-Lansing
Potentially hazardous foods were not cooled by an approved method.  Potatoes were observed at only 50-51ºF after being in a cooler over night.  The product was voluntarily discarded during the inspection.

CU Statler Hotel Terrace Dining, C-Ithaca
Potentially hazardous foods were not kept at or below 45ºF during cold holding.  Skim milk for customer service was observed at 54ºF.  The product was voluntarily discarded during the inspection.

A re-inspection was not conducted prior to submission of this report.

CU Statler Hotel Mac’s, C-Ithaca
Potentially hazardous foods were not kept at or below 45ºF during cold holding.  Mixed sushi was observed at 54-56ºF.  The product was rapidly chilled to 45ºF or below prior to return to service.

A re-inspection was not conducted prior to submission of this report.

Dryden Pizza, V-Dryden
Staff visited the facility on March 17, 2010 to conduct an annual inspection.  At the time of the inspection it was noted that a new owner had taken over the business on January 1, 2010.  The facility was cited for operating without a permit and ordered to close.  The facility closed pending submission of a completed application and permit fee.

Board of Health action will follow.

Empire Livestock Market, V-Dryden
Potentially hazardous foods were not stored under refrigeration.  Milk was observed at 53-70ºF on a table and a counter for customer service.  The product was voluntarily discarded during the inspection.

A re-inspection was not conducted prior to submission of this report.

Green Café, C-Ithaca
Potentially hazardous foods were not kept at or below 45ºF during cold holding.  Fresh cut melon and tofu were observed at 50-59ºF for customer service.  The tofu was voluntarily discarded during the inspection.  The melon was placed in a cooler for rapid chilling to 45ºF or below.

Potentially hazardous foods were not cooled by an approved method.  Two gallons of clam chowder were observed at 50-65ºF.  The product was in the cooler overnight.  Green Café staff voluntarily discarded the product. 

Potentially hazardous foods were not stored under refrigeration.  Fresh shell eggs were observed at 54-60ºF on a counter.  The eggs were voluntarily discarded during the inspection.  Milk was observed at 50-53ºF for customer service.  The product was voluntarily discarded during the inspection.

Enough refrigerated storage was not available to maintain potentially hazardous foods at or below 45ºF.  Yogurt, pre-made smoothies, sliced deli meats, and smoked salmon were observed at 50ºF.  All of the products were voluntarily discarded during the inspection.  Milk and octopus were observed in a bar cooler at 60ºF.  Both products were voluntarily discarded during the inspection.

Potentially hazardous foods were not kept at or above 140ºF during hot holding.  Chicken wings, lemon chicken tenders, and ribs were observed on a buffet line for customer service.  The products were rapidly re-heated to 165ºF prior to return to customer service.

The Food Protection Program received and investigated two complaints related to issues and/or problems at permitted food service establishments (FSE).  The complaints included food preparation and service, temperature abuse, accumulated garbage, and possible food related illnesses.
