Highlights - Food Protection Program

DECEMBER 2009

Routine facility inspections are made without advance notice. It is important to keep in mind that inspections are only a “snapshot” in the entire year of a facility’s operation and they are not always reflective of the day-to-day operations and overall condition of the operation.

No critical violations were found at the following establishments during routine inspections:

Temporary Food Service Establishment Permits are issued for single events at one location

No critical violations were found at the following Temporary establishments:

The Hazard Analysis Critical Control Point (HACCP) Inspection is an opportunity for the establishment to have the health department review food processes in the facility to make sure that all potential hazards are identified and to assure that the best food safety practices are being used.

HACCP Inspections were conducted at the following establishments:

CU-Statler Inn Banfi’s, C-Ithaca
CU-Statler Inn Terrace Dining, C-Ithaca

Re-inspections are conducted at establishments that had a Critical Violation during the initial inspection.

The following establishments had no critical violations during re-inspections:

Country Club of Ithaca, T-Ithaca 
Dino’s Mediterranean Deli, C-Ithaca
Green Café, C-Ithaca
Marco Polo’s, V- Freeville
Mo’s Pit Barbecue & Cowboy Cuisine – V-Lansing
Rogan’s Corner IC Concession, Throughout Tompkins County
Sammy’s Italian Buffett & Grill, C-Ithaca

The violations listed below relate directly to factors that could lead to food-borne illness or injury. These violations generally involve the food source and condition, food cooking and storage temperatures, sanitary practices, water and sewage, and the use of poisonous materials.

Critical Violations were found at the following establishments:

Cajun Café & Grill, V-Lansing
Potentially hazardous foods were not kept at or above 140ºF.  Fried rice, bourbon chicken, egg rolls, green beans observed at 117-128ºF for customer service.  The products were rapidly re-heated to 165ºF prior to return to service

Accurate thermometers were not available to evaluate potentially hazardous foods.  Probe thermometer read greater than 50 degrees above Department’s thermocouple.  Bi-metal probe thermometer recalibrated during inspection. 

A re-inspection was not conducted prior to submission of this report.

Marco Polo’s, V-Freeville
Potentially hazardous foods were not stored under refrigeration.  Various pizzas were observed on a counter at 88-112ºF.  The products were rapidly re-heated to 165ºF prior to return to service.

Accurate thermometers were not available to evaluate potentially hazardous foods.  No probe thermometer was on site at the time of the inspection.  Marco Polo’s staff was directed to obtain a metal stem probe thermometer.

A re-inspection was satisfactory.

Mo’s Pit Barbecue & Cowboy Cuisine, V-Lansing
Potentially hazardous foods were not kept at or above 140ºF.  Shredded pork was observed at 128-132ºF for customer service.  The product was rapidly re-heated to 165ºF prior to return to service.

A re-inspection was satisfactory

Prize Diner, C-Ithaca
Potentially hazardous foods were not stored under refrigeration.  Whole shell eggs were observed on counter at 51-56ºF.  Cooked home fries observed on counter above grill at 112-120ºF.   The products voluntarily discarded during the inspection

A re-inspection was not conducted prior to submission of this report.

 

Critical Violations were found at the following temporary foodservice establishments:

United Way of Tompkins County Holiday Open House, C-Ithaca
Potentially hazardous foods were at improper temperatures.  Quiche was observed at 97-98ºF.  The product was served within two hours and remaining product was voluntarily discarded.

Accurate thermometers were not available to monitor food temperatures. 

A re-inspection was not conducted due to the two hour duration of the event.

Pre-Operational Activities:

Pre-Operational inspections are conducted, following a thorough review and approval of proposed plans, at new or extensively remodeled facilities to ensure code compliance prior to opening to the public.

Other:

The Food Protection Program received and investigated eight complaints related to issues and/or problems at permitted food service establishments (FSE).  The complaints included food preparation and service, temperature abuse, accumulated garbage, and possible food related illnesses.

Sammy’s Italian Buffet, Issam Chaffee, owner, repeat FSE violations, Stipulation Agreement signed with PHD’s Orders 11/12/2009, BOH assessed $400 penalty on 12/8/2009; payment received, case closed.

Green Café, Charles B. Park, owner; repeat FSE violations and repeat violation of BOH Orders; BOH assessed $2500 penalty on 9/8/2009; awaiting payment and compliance.
