Licensing of tobacco retailers and retailers who sell smoking paraphernalia and other tobacco-related products.

Limiting access to tobacco products is an evidence-based way to reduce youth initiation of tobacco use and reduce tobacco consumption rates.

In 2012, the City of Ithaca reviewed a licensing ordinance in Common Council's Planning and Economic Development Committee.

Two retail licensing laws have been passed in New York State as of April 22, 2015. One was passed by the City of Newburgh (Orange County), and the other by Ulster County (county seat, Kingston).

Tobacco-Free Pharmacies

Law prohibiting the sale of tobacco in pharmacies or stores which contain a pharmacy passes in Albany County
• Passed the county legislature in May 2018
• Signed by the County Executive in June 2018
• Implementation Fall 2018

In June 2014, Tompkins County passed a resolution in support of ending the sale of tobacco products in pharmacies and stores that contain a pharmacy.
