Department of Social Services to Request Proposals for Homeless Housing Services

Tompkins County Department of Social Services will soon issue a Request for Proposals (RFP) for Homeless Housing Services. The primary service needs are:

  • Maintain emergency sheltering services as an essential element of the community’s safety net.
  • Provide day drop-in center services to homeless and unstably housed persons.
  • Support and advance the Tompkins County Continuum of Care goals and outcomes.
  • Facilitate after-hours placements of homeless persons in local hotels when the number of homeless persons exceeds shelter capacity.
  • Work with Tompkins DSS to develop and implement an efficient and effective plan for housing homeless persons during winter months under the New York State Homeless Inclement Weather Regulations (also known as Code Blue or Cold Weather Policy).

The Rescue Mission of Syracuse, contracted provider of homeless services in Tompkins County, recently informed the department that it would be reducing the scope of its services here, and would continue to oversee operation of the 12-bed shelter and the Friendship Center, (a drop-in day center for homeless adults) until October of 2018.

There will be a Pre-Bid Conference on July 25, 2018 10:00 AM in the Beverly Livesay Conference Room at the Human Services Building 320 W. State/Martin Luther King, Jr. Street Ithaca, NY 14850. Questions related to an RFP have to be handled through a formal process.

All questions for the Pre-Bid Conference should be submitted by the submission deadline of
August 1, 2018 4:00 p.m. by writing to: dssinfo@tompkins-co.org.

The Proposal submission deadline is August 17, 2018, 4:00 p.m..

Every effort will be made to answer all questions during the Pre-Bid Conference for all RFP-related questions received up to that point.

Minutes from the Pre-Bid Conference, including the questions and answers reviewed during that event, will be posted to the portion of the County website dedicated to this RFP as quickly as is practical thereafter. 

All questions not covered in the Pre-Bid Conference minutes, but received by the final deadline will be posted all at once together with their answers as soon as possible thereafter.
